The team investigates when Navy Seal Chad McBride's wife receives a package from Riyadh in Saudi Arabia containing her husband's severed head, which Palmer discovers contains very high levels of radiation. McBride's commanding officer reveals the soldier was on a top-secret reconnaissance mission and asks Vance not to disclose the details to anyone. Meanwhile, Richard Parsons tries to get Gibbs to take responsibility for the many unnecessary deaths for which he holds the NCIS team accountable.
