SYNOPSIS

For generations, governments have sought to simplify the benefits system. The latest attempt, Universal Credit, merged six benefits into one and was supposed to make life better for claimants, many of them vulnerable. But it's been controversial from the start. In 2018, Panorama went to Flintshire in north Wales, one of the first areas to see it rolled out, and found that the system was creating hardship.
