SYNOPSIS

US Special Forces capture a high-ranking al-Qaeda official thought to be instrumental in the September 11 attacks, so the President convenes the first military tribunal in 50 years. However, none of the JAG staff is keen on defending the accused terrorist, so Admiral Chegwidden takes on the task, with Harm and Mac leading the prosecution.
