SYNOPSIS

Paul Brand investigates a town hall crisis involving bigger council tax bills for fewer services as he discovers that cuts go far deeper than potholes with several authorities going bust - Paul meets the old who are facing care home closure, the disabled losing their transport, and kids forced to take their chances on the streets as youth projects are axed.
