When Chazz's library book, "The History Of Nasal Inhalers", was due, he took the Rugrats to the library to return it. While there, Chazz decided to get library cards for Chuckie and Kimi, saying that they're "the window to the world". But, will the Rugrats obey the librarian's rules to keep quiet, not eat, and to put the books back?
