On June 4th 1999, a 911 call leads Washington, DC Police to the home of high profile, anti-crime activist, Dennis Dolinger. Once inside, they follow a trail of blood to the basement where they find the 51-year-old's body butchered beyond recognition, along with a bloody $20 bill and a bag of crack cocaine.
