SINOPSIS
Mark Mallory, the first directly elected African-American mayor of Cincinnati, embarks on a clandestine quest to discover how escalating deficits and the poor financial climate have affected services such as police and fire departments. Competing against another worker for a city job, he discovers the impact cuts are having on frontline staff, including a parking attendant who was forced to put her disabled son in a nursing home.
