ÖZET

Barry runs foul of a high-voltage new villain when he is zapped and brought skidding to a halt by Blackout - a metahuman who can harness electricity. Can the gang figure out a way to restore the speedster's powers? They don't have any time to lose, because downtown at the police department, bad guy Tockman - who will be familiar to viewers of Arrow - has taken several people hostage, including Iris and Eddie.
