SINOPSE

The government of Tazbekstan demands the right to execute its enemies on UK soil in return for replenishing the nation's dwindling energy supplies, but Jo and Lucas refuse to turn a blind eye. When the diplomatic effort fails, Section D masterminds a plan to kill the Tazbek trade secretary - and make it appear as if one of his targets is responsible.
