SYNOPSIS

Danny duly warns Steve's driver's test instructor his partner is terrifying behind the wheel, as she fully realizes once they get a call to duty. Native Hawaian Kanuha Noe, suspected to have murdered his robbery partner Akemoto, shortly released from prison. Kanuha seeks sanctuary in Kono's friend Bumpy Kanahele's 'sovereign land of the Nation of Hawaii', which the governor wants to respect as if it were not US territory. US Marshal Wes Lincoln however claims the case out of Hawaiian jurisdiction, threatening to overrun the nation's armed guard by bloody force. Steven can only negotiate a short reprieve to get Kanuha cleared or arrested. Bumpy only agrees to extradite him if shown solid proof, so the team is under excessive time pressure. The case links to recent theft, parole officer Berris and his brother, who employs 'promising' ex-cons as a favor.
