Outwardly, they could be twins. But really only on the outside: Unemployed, disaffected toolmaker Erwin Strunz and dynamic Prime Minister Uwe Achimsen, intoxicated with power. While the politician and his wife Heide are on vacation in Carinthia, Erwin and his wife Erika are on their way to vacation on the Baltic Sea. When they make a short stop in the state capital, Erika orders her husband to get a haircut. When he emerges, everyone now thinks that he is Prime Minister Achimsen. Before the unemployed fellow knows it, he is already sitting in his spacious office and supposed to be making decisions. With help from slightly-overwhelmed secretary Gundula Sieveking, he gets an overview of his tasks and concentrates on the essentials: saving jobs. After all, who better than him to know how frustrating unemployment is? Not only are his political friends and opponents taken aback by his sudden commitment to rescuing the ailing shipyard, but his private life is also increasingly becoming the focus of public interest: The "Prime Minister" is quite unabashedly with a new wife, who of course is none other than his Erika. The hype in the press doesn't bother Erwin, but when the news comes from Berlin that he is supposed to represent the sick Federal President during the visit of the English Queen, he wonders how far he can go with the game.
